The main share of income, at 76%, consists of renewable revenues: income from the lease of land plots and property, fees for the right to place advertising structures and non-stationary retail facilities, transfers of a portion of the net profit of municipal unitary enterprises, and dual-use supports.
As reported by the head of the Department of Land and Property Relations Lenar Gizatullin during a hardware meeting with the participation of the Mayor, a major effort was launched in 2022 to register municipal property rights for ownerless utility infrastructure networks. As a result, 200 utility infrastructure objects were placed under ownerless status with the registration authority. In accordance with current legislation, state registration of municipal property rights will be carried out in the 2nd quarter of 2023 for subsequent transfer to a specialized organization for operation.
The Republic of Tatarstan is a pilot project for implementing the initiative to create a national spatial data system by the Rosreestr administration. In accordance with the directive of the President of the Republic of Tatarstan, as part of the work on the Rosreestr project 'Filling the Unified State Register of Real Estate with Necessary Information' for 2022-2024, the Executive Committee is conducting an inventory of 63,312 real estate objects, including 6,474 land plots, 16,494 capital construction objects, and 40,344 premises.
Citizens themselves are primarily interested in the registration of rights, as registration is required for any changes related to the legal status of objects. In the event that no owner of a real estate object is identified by the Executive Committee as a result of the measures taken, in accordance with Article 225 of the Civil Code of the Russian Federation, the object will be recognized as ownerless, with subsequent registration of rights to the Municipality.
In 2022, 18,394 objects were processed, including 3,035 land plots, 5,153 capital construction objects, and 10,206 premises.
