TERRITORY COUNCIL is an organized information channel through which information about residents' problems and requests is promptly sent to local government bodies. At the same time, TERRITORY COUNCIL can serve as a means of communicating important information from local government bodies to the population. TERRITORY COUNCIL is a platform for widespread use of the intellectual, scientific, and cultural potential of residents of the city of Naberezhnye Chelny to address issues of local importance.

TERRITORY COUNCIL is an important means of resolving identified problems and enabling citizens to fulfill their own needs.

Territorial Public Self-Government is a crucial form of exercising residents' right to participate in local self-government. The TPSG movement is characterized by a variety of forms of interaction with authorities and the breadth of coverage of socially significant spheres of life. An important point is the correlation between the number of TPSGs and the population size.

As of June 2017, 76 Territorial Public Self-Governments (TPSG) are registered and operating in Naberezhnye Chelny. Of these, 21 are in the Avtozavodsky District, 26 in the Komsomolsky District, and 29 in the Central District.

Thus, the entire territory of the city of Naberezhnye Chelny is covered by the attention of territorial public self-governments, which makes it possible to provide a special approach to every house and resident.

TPSGs have become active organizers of cultural and sporting events, work with the population, inform residents about important events, and report on their activities.

On April 17, 2014, the City Council adopted a Resolution "On Approval of the Procedure for the Organization and Implementation of Territorial Public Self-Government in the City of Naberezhnye Chelny". This document launched the formation of initiative groups of residents to create Territory Councils locally. Meetings were held with residents of the complex, the regulatory framework of TPSG was studied, and as a result, they sent notifications to the City Executive Committee about the intention to establish public self-government on the territory of the complex.

The city district administrations, in order to create favorable conditions for the development of public self-government, are currently developing and implementing new forms of work with the population. Particular attention will be paid to the training and professional development of chairpersons and activists of territory councils. Also, the City Executive Committee is actively working on a new municipal program "Support for Public Initiatives and Development of the Territories of the City of Naberezhnye Chelny for 2015-2017".

In 2014, from July 14 to 23, constituent conferences of residents of the Central District took place, attended by the Mayor of the city Vasil Shaykhraziyev, Deputy Head of the Municipal Formation Flera Andreyeva, Head of the Executive Committee Farkhad Latypov, deputies of the City Council, employees of the City Executive Committee and district administration, and representatives of management organizations. Residents were introduced to the draft Charter, elected the active members of the territory council, the chairperson and treasurer. Chelny residents actively discussed this innovation, understanding that self-organization of citizens is important for the development of the microdistrict. At the conferences, decisions were made to create 16 territory councils with a total population coverage of more than 120,000 people.

On behalf of 114,185 residents where the Councils were created, 486 delegates participated in the constituent conferences.

Premises of public law enforcement points are designated for organizing the work of Territory Councils.

A school is assigned to each Council for preparing and conducting events with the population of the complex.

The creation of Territory Councils concluded with the First Public Forum.

To increase the efficiency of territorial public self-governments, develop and stimulate business and social activity of the population, it was decided to hold city competitions.

For the second consecutive year (2015-2016), 4,650.0 thousand rubles were allocated annually from the city budget for the "City Competition of Territorial Public Self-Government Projects for Improvement and Landscaping". The results of this competition are transforming the city. Constructed and put into operation:

- 7 squares and alleys for family recreation;

- 6 children's playgrounds;

- 6 sports facilities;

- 7 projects aimed at creating a comfortable living environment (construction of sidewalks, pedestrian paths).

Each territorial public self-government has an active group consisting of residents who actively participate in the TPSG's activities. To encourage the TPSG activists, a city competition "Best Territorial Public Self-Government" is organized, for which 350.0 thousand rubles are annually allocated from the city budget.

TPSG work was also evaluated at the republican level. The Council of Municipalities of the Republic of Tatarstan announced a republican competition "Best Territorial Public Self-Government". In 2015, 20 TPSGs of the city of Naberezhnye Chelny were recognized as winners of this competition. Under the republican competition, 8,447.0 thousand rubles were received from the budget of the Republic of Tatarstan.

In 2016, by decision of the city competition commission, 33 applicants were sent to the republican competition "Best Territorial Public Self-Government". Of these, 22 territorial public self-governments of the city of Naberezhnye Chelny were recognized as winners, who were awarded grants totaling 9,542.0 thousand rubles.

Chairpersons and TPSG activists identified a direction that, in the opinion of residents, is a priority. As a result, most of these funds were directed to the repair of intra-block roads and the construction of sidewalks, which made it possible to bring 8,422.5 sq. m. of courtyard areas into standard condition.

The TPSG movement is actively gaining momentum and making a significant contribution to solving issues of local importance. The development of territorial public self-government institutions and their further improvement is becoming a necessary condition and priority for the socio-economic development of our city and improving the quality of life of the population.

2017 is the final year for the municipal program "Improving the Efficiency of Municipal Management of the Municipal Formation of the City of Naberezhnye Chelny for the period 2015-2017". Under this program, it is planned to hold city competitions for improvement and landscaping and to identify the best among TPSGs.
