The main purpose of the department's activities is to organize the provision of publicly accessible and free primary general, basic general, and secondary (full) general education in basic general education programs.
The Department performs the following functions:
1) creates conditions for the realization of the constitutional rights of citizens to receive general education;
2) coordinates the activities and provides assistance to institutions of the municipal education system in carrying out their statutory activities;
3) coordinates, within its competence, the formation of a regulatory legal framework for the educational activities of educational institutions for the management and provision of accessibility and quality of education;
4) within the limits of its competence, organizes the registration of children subject to compulsory education in educational institutions that implement educational programs of primary general, basic general and secondary (full) general education;
5) analyzes and predicts educational development trends, substantiates goals and priorities for the development of educational programs;
6) promotes and coordinates the activities of institutions of the municipal education system to create health-saving conditions through the organization of the state (final) attestation in the form of a state final exam, the organization of individual training (at home, according to an individual schedule), the introduction of health-saving technologies into the educational process;
7) coordinates, within its competence, the development and maintenance of the educational, methodological and logistical base of institutions of the municipal education system;
8) creates conditions and monitors the implementation by institutions of the municipal education system of curricula, sample educational programs developed on the basis of mandatory minimum educational content, state educational standards;
9) organizes work on the basis of special pedagogical programs and techniques for children with disabilities in physical and mental development, correction of developmental disorders and social adaptation;
10) carries out the collection, processing, analysis and presentation of statistical reports in the field of the municipal education system in accordance with the established procedure.;
11), within its competence, monitors compliance by institutions of the municipal education system with municipal legal acts regulating relations in the field of organizing the provision of general education;
12) provides assistance to institutions of the municipal education system in licensing their activities, accreditation;
13), within its competence, monitors the quality of educational services provided by institutions of the municipal general education system;
14) within the limits of its competence, in accordance with the established procedure, monitors the activities of institutions of the municipal general education system;
15), within its competence, provides information and methodological support for the organization of the educational process and the management activities of heads of educational institutions;
16) ensures the continuity of education and upbringing in the system of preschool and school education, additional and vocational education and innovation processes;
17) coordinates, within its competence, the fulfillment by institutions of the municipal education system of the requirements established by the legislation of the Russian Federation, the legislation of the Republic of Tatarstan, municipal legal acts on the organization of the educational process in the following areas:
a) intermediate, state (final) certification of students;
b) Olympiads;
c) specialized and pre-professional training;
d) experimental activity;
e) innovation activity;
18) monitors and analyzes the content of educational programs in national institutions of the municipal education system;
19) assists in the certification of teaching staff in national institutions of the municipal education system;
20) carries out the examination, analysis and control of the implementation of curricula by national institutions of the municipal education system;
21) manages the continuity of national education and upbringing in the system of preschool, primary, general and additional education in institutions of the municipal education system;
22) monitors the implementation of the legislation of the Russian Federation and the Republic of Tatarstan in the field of education by national institutions of the municipal education system;
23) ensures and analyzes the realization of children's rights to national education;
24) creates a database on the national education and upbringing system;
25) registers children who are enrolled in national educational institutions that implement educational programs for primary general, basic general, and secondary (full) general education;
26) studies the activities of institutions of the municipal education system in the field of national education and upbringing;
27) organizes, analyzes and summarizes statistical data on national education and upbringing;
28) organizes joint activities with institutions of additional education for children and youth to implement national education programs;
29) controls the activities of national Sunday schools within its competence.
