The Department of Youth Affairs of the Executive Committee of the Naberezhnye Chelny Municipal Formation (hereinafter referred to as the department) is an industry (functional) body of the Executive Committee of the Naberezhnye Chelny Municipal Formation (hereinafter referred to as the Executive Committee) authorized to perform functions to resolve issues in the field of youth policy in the city of Naberezhnye Chelny.
The Management is guided in its activities by the legislation of the Russian Federation and the Republic of Tatarstan, municipal legal acts of the city of Naberezhnye Chelny (hereinafter referred to as municipal legal acts), as well as these regulations.
The Department, within its competence, has the right to interact with state authorities of the Russian Federation and the Republic of Tatarstan, local self-government bodies, and organizations in accordance with the established procedure.
In its activities, the Department reports directly to the Deputy Head of the Executive Committee for Education, Youth Policy, Culture and Sports (hereinafter referred to as the Deputy Head of the Executive Committee).
The main tasks of the Youth Affairs Department are:
1) development and implementation of measures aimed at improving the effectiveness of youth policy implementation in the territory of the municipal entity Naberezhnye Chelny;
2) social support for the youth of the city;
3) organization and implementation of measures aimed at ensuring legal, socio-economic conditions for the upbringing, social development, and self-realization of all categories of youth in public life, in order to protect their rights and interests;
4) providing conditions for the formation of a healthy lifestyle, health protection, and prevention of socially negative phenomena among young people;
5) increasing the level of interethnic and interfaith tolerance among young people, preventing the formation of extremist youth associations based on ethnic and (or) confessional hostility;
6) development of youth entrepreneurship;
7) support for young families.
The main management functions are:
1) development and implementation of municipal programs in the field of youth policy in the municipality of Naberezhnye Chelny;
2) preparation of proposals on amendments to municipal legal acts or on the cancellation (invalidation) of municipal legal acts, in case they come into conflict with the norms of legislation or municipal legal acts having a higher legal force in accordance with the functions assigned to the administration.;
3) coordination and regulation of the activities of subordinate organizations in carrying out their statutory activities;
4) ensuring the development and maintenance of the material and technical base of subordinate organizations;
5) development of drafts of municipal legal acts on issues related to the competence of the department;
6) participation in the development of the draft budget for the next fiscal year in terms of spending on youth policy;
7) creating conditions and monitoring the implementation of annual plans, sample programs of subordinate organizations;
8) creating conditions for the training and advanced training of specialists working with young people;
9) collection, processing, analysis and presentation of statistical reports in the field of youth policy, control over the maintenance of necessary accounting documentation in municipal youth policy organizations and timely provision of reports in accordance with the established procedure;
10) development of a municipal assignment for subordinate organizations in accordance with their core business charter and financial support for the fulfillment of this assignment;
11) provision to the relevant authorities of statistical and accounting reports on budgetary and extra-budgetary activities of subordinate organizations;
12) interaction with youth and children's public associations (organizations);
13) preparation of analytical information on the effectiveness of measures taken in relation to youth, current social processes in the youth environment and the effectiveness of activities for youth;
14) involvement of youth and children's associations in the development of draft plans and documents on youth policy issues;
15) implementation of measures aimed at creating conditions for the involvement of the city's youth in active social practice, solving topical issues and forming a positive civic position;
16) assistance in identifying and supporting leaders of youth public organizations, organization of training and retraining of youth organizations' assets;
17) providing assistance in employment and youth employment within its competence;
18) organization of career guidance for the youth of the city;
19) participation in the development of student organizations and associations in the city;
20) assistance in organizing activities for voluntary organizations;
21) implementation of measures for the formation of a healthy lifestyle for young people, prevention of socially negative phenomena among young people, spiritual, physical and intellectual development of young people;
22) development of civic and patriotic education of the younger generation, assistance in preparing young citizens for military service;
23) organization and holding of cultural events for young people within its competence;
24) organization of work to promote and support young entrepreneurs and specialists in organizations and institutions of the city;
25) organizing the activities of municipal organizations to identify and support talented and creative youth, ensuring their participation in events at various levels;
26) organization of recreation and provision of conditions for the health improvement of children and youth;
27) interaction with the Administrations of the districts of the Executive Committee of the city on youth work, including organizing and coordinating the activities of clubs in the place of residence, with public organizations, youth centers;
28) assistance in creating information resources on youth policy issues accessible to every citizen;
29) carrying out activities to implement the following state powers of the Republic of Tatarstan in the field of state youth policy:
– organization and holding of city stages of republican youth competitions, exhibitions, festivals, youth group screenings;
– organization of specialized camps for young people of various fields;
– creation of conditions for organizing the work of youth military-patriotic clubs and search associations;
– providing support to coaches who carry out educational and training activities with young people at their place of residence;
30) ensuring compliance with the requirements stipulated by Federal Law No. 152-FZ of 27.07.2006 "On Personal Data" and the regulatory legal acts applied in accordance with it;
31) enforcement of the Law of the Republic of Tatarstan dated 08.07.1992 No. 1560-XII "On the State languages of the Republic of Tatarstan and other languages in the Republic of Tatarstan";
32) conducting and participating in conferences, meetings, exhibitions, competitions, festivals in the field of youth policy;
33) participation in the development and implementation of a program for the preservation, study and development of national languages and cultures in the municipality;
34) organization of work with young families.
35) reception of citizens, consideration of proposals, applications, complaints and appeals of citizens on issues related to the competence of the department;
36) planning for major, ongoing repairs and reconstruction of buildings and premises under the operational management of municipal organizations coordinates the progress of major repairs and reconstruction of buildings;
37) organization of work on the acceptance of the readiness of subordinate organizations for the beginning of the new academic year;
38) verification of the accuracy and completeness of information on income, expenses, property and property obligations of heads of municipal organizations, as well as their spouses and minor children;
39) implementation of measures to prevent and resolve conflicts of interest and corruption in subordinate organizations;
40) approval of charters, making amendments and additions to charters, making decisions on reorganization, liquidation and changing the type of subordinate municipal organizations.
The Department performs other functions in accordance with the laws of the Russian Federation, the Republic of Tatarstan, and municipal legal acts.
The Management has the right to carry out its functions:
1) request and receive from the state authorities of the Russian Federation and the Republic of Tatarstan, local self-government bodies, bodies within the structure of the Executive Committee, and other organizations information necessary for the performance of the functions assigned to the department;
2) to submit for consideration by the Deputy Head of the Executive Committee proposals on improving the activities of the Executive Committee, management;
3) involve scientific organizations, scientists, experts and specialists in solving issues within the competence of the department in accordance with the established procedure; 4) to hold conferences, meetings and meetings, organize exhibitions and other events on issues within the competence of management.
The Management exercises other rights in accordance with the laws of the Russian Federation and the Republic of Tatarstan, as well as municipal legal acts.
