The Management of Personnel and Municipal Service of the Executive Committee of the Naberezhnye Chelny Municipal Formation (hereinafter referred to as the management) was established to carry out managerial functions to ensure personnel policy and organization of municipal service, as well as the selection, placement and professional development of municipal employees of the Executive Committee of the Naberezhnye Chelny Municipal Formation (hereinafter referred to as the Executive Committee), heads of municipal unitary enterprises and municipal institutions. The main management functions, in accordance with the assigned tasks, are:
1) development of drafts of municipal legal acts and other documents related to admission to municipal service, appointment to a municipal service position, its completion, dismissal from a municipal service position, dismissal of a municipal employee from municipal service, and his retirement, as well as on anti-corruption issues;
2) preparation of proposals on amendments to municipal legal acts or on repeal (invalidation) of municipal legal acts, if they conflict with the norms of legislation or municipal legal acts having higher legal force in accordance with the functions assigned to the administration;
3) registration of the reception, transfer, relocation and dismissal of employees of the Executive Committee in accordance with labor legislation, maintenance and storage of workbooks, as well as the formation of personnel;
4) ensuring the provision of annual and additional vacations, in accordance with the vacation schedule of employees of the Executive Committee;
5) preparation of administrative documents on financial incentives, setting (changing) the amount and payment of monthly allowances to official salaries to municipal employees and employees providing technical support for the activities of the Executive Committee;
6) maintaining personal files and personal cards of employees of the Executive Committee, heads of municipal unitary enterprises and municipal institutions;
7) registration and issuance of official identification cards to employees of the Executive Committee in accordance with the established procedure;
8) keeping records of military personnel and reporting in accordance with established forms;
9) organization of interaction for the purpose of appointment and timely payment of state pension for long service to state and municipal employees of the Republic of Tatarstan;
10) participation in the development and approval of job descriptions of municipal employees;
11) maintaining registers of municipal employees of local government bodies of the city of Naberezhnye Chelny, registers of municipal service positions in local government bodies of the city of Naberezhnye Chelny
12) maintaining lists of positions not related to the positions of the municipal service and providing technical support for the activities of local governments of the city of Naberezhnye Chelny and making changes to them;
13) organization of work in the state information system "Unified information system of personnel of the State civil service of the Republic of Tatarstan and municipal service in the Republic of Tatarstan";
14) organization of work with the personnel reserve and its effective use;
15) calculation of the length of service of municipal service for the provision of benefits and guarantees to municipal employees;
16) ensuring the activities of the attestation commission, the commission for establishing the length of service of municipal service, the commission for compliance with the requirements for official conduct of municipal employees of the Executive Committee and conflict of interest resolution;
17) preparation and provision of qualification examination, certification of municipal employees of local government bodies of the city of Naberezhnye Chelny;
18) ensuring the holding of competitions for vacant positions in the municipal service;
19) analyzing the level of professional training of municipal employees; providing staff training at advanced training courses, retraining and internships;
20) monitoring compliance by municipal employees with restrictions and prohibitions, requirements for the prevention or resolution of conflicts of interest established by the legislation on municipal service;
21) ensuring that municipal employees of the Executive Committee are required to notify the employer's representative, the Prosecutor's Office of the Russian Federation, and other federal government agencies of all cases of any persons contacting them in order to incite them to commit corruption offenses;
22) organization of legal education for municipal employees;
23) conducting official inspections in accordance with the established procedure;
24) organization of verification of information on income, expenses, property and property obligations of municipal employees of the Executive Committee and citizens applying for positions in the municipal service of the Executive Committee, heads of municipal institutions, as well as information (regarding the prevention of corruption offenses) provided by citizens applying to fill the positions of the municipal service of the Executive Committee, in accordance with the regulatory legal acts of the Russian Federation, verification of compliance by municipal employees of the Executive Committee with the requirements for official conduct; verification of compliance by citizens who held positions in the municipal service of the Executive Committee with restrictions if they conclude an employment contract after leaving the municipal service;
25) interaction with law enforcement agencies in accordance with the established procedure;
26) making proposals to the Chief of Staff of the Executive Committee on the structure and staffing of the Executive Committee;
27) preparation of responses to citizens' appeals, statements of legal entities on municipal service issues in accordance with current legislation;
28) organization of inspections in cases of violations of labor discipline and participation in the resolution of labor disputes on the application of legislative and other regulatory legal acts on labor, on municipal service;
29) verification of citizens' proposals and complaints about the actions of employees of the Executive Committee, heads of municipal unitary enterprises and municipal institutions;
30) implementation of methodological assistance in personnel work in the structural divisions of the Executive Committee, municipal unitary enterprises and municipal institutions;
31) providing advisory assistance to employees of the Executive Committee on issues related to their employment;
32) provision of advisory assistance to municipal employees on issues of municipal service in the municipal entity of Naberezhnye Chelny;
33) collection, processing, analysis, systematization of incoming information and preparation of materials for differentiated information support of the Executive Committee on Personnel Management;
34) preparation, in accordance with the established procedure, of draft municipal legal acts on awarding city awards, documents for submission for awarding state awards of the Russian Federation and the Republic of Tatarstan;
35) ensuring the registration and referral of award documents to the relevant authorities and ensuring control over decision-making in government bodies on the submitted documents;
36) ensuring, within its competence, the timely organization and holding of state awards;
37) ensuring registration of badges for awards and award documents and their storage before delivery in accordance with the established procedure;
38) ensuring compliance with the protection regime and the procedure for using information about award materials;
39) preparation of reports on the presentation of state awards for referral to the Office of the President of the Republic of Tatarstan;
40) ensuring the preparation of documents for the restoration, issuance of duplicate certificates, orders and medals, badges for honorary titles, award documents to replace lost ones and to replace awards that have fallen into disrepair;
41) ensuring the keeping of a record of persons awarded state awards of the Russian Federation and the Republic of Tatarstan, awards established by municipal legal acts;
42) organization of the transfer of award documents to the city archive; 43) ensuring compliance with the requirements for processing personal data of employees in order to comply with laws and other regulatory legal acts, assist employees in finding employment, training and promotion, ensure the personal safety of employees, control the quantity and quality of work performed and ensure the safety of property;
44) ensuring the protection of the employee's personal data in accordance with the legislation of the Russian Federation and the Republic of Tatarstan;
45) enforcement of the law of the Republic of Tatarstan "On the State languages of the Republic of Tatarstan and other languages in the Republic of Tatarstan";
46) participation in coordinating the activities of local governments in the implementation of the Law of the Republic of Tatarstan "On the State Languages of the Republic of Tatarstan and other languages in the Republic Tatarstan" and the State Program "Preservation, Study and Development of the State languages of the Republic of Tatarstan and other languages in the Republic of Tatarstan"; 47) ensuring compliance with the requirements stipulated by Federal Law No. 152-FZ of 27.07.2006 "On Personal Data" and regulatory legal acts adopted in accordance with it.
