The main objectives of the department are:
1) organization of the provision of publicly accessible and free pre-school, primary general, basic general, secondary general education in basic general education programs in municipal educational organizations, with the exception of the authority to financially support the educational process, attributed to the authorities of the state authorities of the Republic of Tatarstan;
2) organization of the provision of additional education;
3) organization of employment and recreation for children, formation of a healthy lifestyle; 4) ensuring the rights and protection of the legitimate interests of children, as well as resolving issues of local importance for the organization and implementation of activities for working with children in the city.
The main functions of the administration are:
1) to create conditions within its competence for the realization of the constitutional rights of citizens to receive education, including in their native language;
2) coordination, regulation and control of the activities of municipal educational organizations in carrying out their statutory activities;
3) analysis and forecasting of educational development trends, substantiation of goals and priorities for the development of individual educational programs;
4) within its competence, assistance to the development of non-governmental educational organizations;
5) attracting extra-budgetary funds to the municipal system of education and youth work, including through the creation of boards of trustees;
6) ensuring the development and maintenance of the material, technical, educational and methodological base of subordinate municipal organizations;
7) coordination of educational programs, curricula, and calendar schedules of institutions of the municipal education system in accordance with the established procedure;
8) creating conditions and monitoring the implementation of curricula, sample educational programs developed on the basis of mandatory minimum educational content, and state educational standards;
9) organization of work based on special pedagogical programs and techniques for children with disabilities in physical and mental development, correction of developmental disorders and social adaptation;
10) participation in the development of the draft city budget for the next fiscal year in terms of education expenses;
11) monitoring compliance with conditions and the implementation of measures to ensure the protection and promotion of the health of children and adolescents in subordinate municipal organizations;
12) ensuring compliance with the requirements of sanitary rules and regulations, as well as state standards for the minimum equipment of educational institutions, the equipment of classrooms and staffing in organizations of the municipal education system;
13) provision of catering for students and pupils of organizations of the municipal education system in accordance with sanitary rules and regulations;
14) coordination of work on the implementation of income-generating activities by subordinate municipal organizations;
15) collection, processing, analysis and presentation of statistical reports in the field of the municipal education system;
16) provision to the relevant authorities of statistical and accounting reports on budgetary and extra-budgetary activities of subordinate municipal organizations;
17) statistical supervision in the field of education, control over the maintenance of necessary accounting documentation in subordinate organizations;
18) training, retraining and certification of managers and teaching staff of subordinate municipal organizations;
19) assistance to municipal educational organizations in the selection and placement of qualified personnel and support staff;
20) monitoring compliance by subordinate municipal organizations with federal and republican legislation, municipal legal acts regulating relations in the field of education;
21) organization of work on the formation of career guidance for students in organizations of the municipal education system;
22) assistance to organizations of the municipal education system in licensing their activities and state accreditation;
23) development, approval and execution of long-term and current management plans based on economic standards, limits and control figures;
24) development of a municipal assignment for subordinate organizations in accordance with their core business charter and financial support for the fulfillment of this assignment;
25) quality control of educational and other paid services provided to the public, for the implementation of curricula, sample educational programs developed on the basis of state standards;
26) organization of recreation and provision of conditions for children's health improvement;
27) implementation of measures to support children's associations (organizations), promote spiritual and physical development, form a healthy lifestyle for children and foster citizenship and patriotism in them;
28) holding and participating in conferences, meetings, exhibitions, competitions, festivals in the field of education;
29) ensuring the interaction of subordinate municipal organizations with families on issues of upbringing and education of children;
30) ensuring the continuity of educational programs;
31) assistance to informatization of the education system, organization and coordination of the development and use of new information technologies in the educational process implemented by organizations of the municipal education system;
32) assistance in solving the problems of employment and employment of children;
33) implementation of measures to form the values of a healthy lifestyle among the younger generation;
34) carrying out work on patriotic education of children;
35) development of projects of comprehensive and targeted programs for the organization and implementation of activities for working with children;
36) implementation of measures to study, summarize and disseminate existing experience in working with children;
37) interaction with district administrations of the Executive Committee on work with children, specialists of the Commission on juvenile Affairs, with public organizations;
38) development of draft municipal legal acts on issues of their competence;
39) enforcement of the Law of the Republic of Tatarstan dated 07/08/1992 No. 1560-XII "On the State Languages of the Republic of Tatarstan and other languages in the Republic of Tatarstan";
40) participation in the development and implementation of a program for the preservation, study and development of national languages and cultures in the Republic of Tatarstan prevention of interethnic (interfaith) conflicts within the competence of the department;
41) accounting and registration of children, issuing referrals to parents (legal representatives) for identification in municipal preschool educational organizations; 42) organization and control over the beginning and end of the school year in municipal educational institutions, monitoring the forms of education determined by parents (legal representatives);
43) participation in the state final certification of educational programs of basic general and secondary general education;
44) organizing the activities of municipal educational organizations to identify and support talented and gifted children, ensuring their participation in events at various levels;
45) planning of major, ongoing repairs and reconstruction of buildings and premises under the operational management of municipal organizations, coordination of the progress of work on major repairs and reconstruction of buildings;
46) organization of work on the acceptance of the readiness of educational institutions for the start of the new academic year;
47) reception of citizens, consideration of their applications, appeals, complaints, provision of advisory assistance to them;
48) verification of the accuracy and completeness of information on income, expenses, property and property obligations of heads of municipal organizations, as well as their spouses and minor children;
49) implementation of measures to prevent or resolve conflicts of interest and corruption in subordinate organizations;
50) approving charters, making amendments and additions to charters, making decisions on reorganizing, liquidating and changing the type of subordinate municipal organizations.
