The main tasks and functions of the legal management of the Executive Committee

The main tasks of the department are to provide legal support for the activities of the Executive Committee, to represent its rights and legitimate interests in public authorities (in court), local governments, and other organizations in accordance with the established procedure, as well as to ensure the legality of legal acts issued by the Executive Committee.

The main management functions, in accordance with the tasks assigned to it, are:

1) analytical and legal support for the activities of the Executive Committee in the exercise of its powers;

2) analysis and systematization of the current legislation and its amendments;

3) preparation of information, analytical and other materials on the issues of changing or applying the legislation of the Russian Federation and the Republic of Tatarstan regulating relations in the field of the established subject matter of the Executive Committee;

4) preparation of information materials at the request of state authorities and local governments;

5) preparation of opinions on legal issues arising in the course of the Executive Committee's activities;

6) preparation of responses and draft decisions on incoming official documents, appeals, applications, complaints from citizens and legal entities;

7) implementation of a systematic accounting of regulatory legal acts of a municipal entity;

8) preparation of draft municipal legal acts in accordance with the instructions of the Chief of Staff of the Executive Committee;

9) preparation of proposals on amendments to municipal legal acts or on repeal (invalidation) of municipal legal acts, in case they come into conflict with the norms of legislation or municipal legal acts having higher legal force;

10) conducting legal expertise of municipal legal acts and draft municipal legal acts;

11) preparation and editing of draft municipal legal acts;

12) conducting legal expertise of draft contracts (agreements) concluded by the Executive Committee with state authorities, local governments, and other organizations;

13) preparation and registration of powers of attorney executed by the Executive Committee;

14) conducting a legal examination of proposals of territorial public self-government bodies;

15) representation, in accordance with the established procedure, of the rights and legitimate interests of the Executive Committee in state authorities (in court), local self-government bodies, and other organizations;

16) claim work;

17) preparation of conclusions on the existence (absence) of legal grounds for appealing a judicial act;

18) analysis and generalization of the results of judicial dispute resolution in order to improve the activities of the Executive Committee;

19) enforcement of court decisions on writ of execution, for which the Executive Committee acts as the recoverer;

20) legal support of advisory bodies of the Executive Committee;

21) implementation of legal support during the certification of municipal employees, competitions for vacant positions of municipal service;

22) carrying out, as necessary, work to explain to the employees of the Executive Committee the provisions of the legislation of the Russian Federation and the Republic of Tatarstan governing relations in the field of the established subject of the Executive Committee's activities.

The Department performs other functions in accordance with the laws of the Russian Federation and the Republic of Tatarstan, as well as municipal legal acts.
