The Consumer Market Department of the Department of Economic Development and Entrepreneurship Support of the Executive Committee is working towards the development of the following industries in the city:
- food and processing, light industry;
- trade and catering;
- consumer services for the population.
The main task of the department is to promote the effective functioning of the consumer market.
Main functions of the department:
development and implementation of targeted city programs for the development of food and processing, light industry, trade, public catering, consumer services (hereinafter referred to as supervised industries), participation within their competence in the development and implementation of republican programs for the development of supervised industries;
improvement of business relations with commodity-producing enterprises and wholesale organizations;
attracting trade operators and network companies to the city;
assistance in organizing education, training, retraining, and advanced training of personnel for business entities and business entities in supervised industries;
organization, holding and assistance to business entities and business entities of supervised industries in holding competitions, forums, conferences, seminars and meetings, in presenting their achievements at the national, regional, Russian and international levels;
preparation of proposals on the placement of enterprises of supervised industries in the city; identification of places where retail sale of certain types of goods is allowed;
registration and issuance of documents for the organization of a retail market, holding municipal lotteries, participation in the registration and issuance of documents for the provision of places for a small-scale (retail) network;
development of a scheme for the placement of non-stationary retail facilities in the city, a plan for the organization of fairs for the next calendar year;
establishment of the procedure and conditions for the implementation of trading activities, catering services, consumer services, working hours in relation to municipal organizations of supervised industries, as well as small-scale retail chains and fast-service catering enterprises (summer cafes) located in residential areas, fairs organized by the Executive Committee;
maintaining a database (register) of small and medium-sized businesses, business entities of supervised industries, gambling establishments, registration of municipal lotteries, implementation of municipal control over municipal lotteries;
collection and preparation of information on the price level for certain types of socially important essential food products;
organization, together with the Administrations of the districts of the Executive Committee of Trade Services, of city events in places of mass recreation of the population, fairs;
participation in the implementation of state programs for the development of the agro-industrial complex; support for local producers, assistance in creating conditions for expanding the market of agricultural products, raw materials and foodstuffs, support for gardeners in the sale of their agricultural products, promotion of goods and services of local producers on domestic and foreign markets;
information and analytical monitoring of the state of business development, the trend of its development, the state of the market of consumer goods and services in the city;
interaction with non–profit organizations engaged in supporting small and medium–sized businesses - the Union of Markets of the Republic of Tatarstan, the Association of Consumer Services and Handicrafts Enterprises of the Republic of Tatarstan - the Chamber of Crafts of the Republic of Tatarstan, etc.;
facilitating the participation of business entities in supervised industries in national and federal business support programs, providing methodological and consulting assistance;
participation in the organization of events held by the Ministry of Civil Defense and Emergency Situations of the Republic of Tatarstan, with the involvement of organizations of supervised industries.
