During 2025, 15,876 appeals sent by citizens in writing and accepted at a personal reception were considered in the local government bodies of the city of Naberezhnye Chelny.

Of the total number of requests:

7,568 were written requests, including those received electronically –

4,477 requests, 2,693 received in person, and 5,615 received through the Feedback Platform system.

The Mayor of the city and the Head of the Executive Committee received 211 collective appeals from 9,720 applicants.

Positive decisions were made on 1105 appeals, 112 appeals were redirected by jurisdiction, clarifications and recommendations were given for the rest.

The applicants who indicated their social status are represented by the following categories of citizens:

– employed – 345;

– pensioners – 270;

– entrepreneurs – 52;

– employees – 46;

– housewives – 37;

– unemployed – 23;

– students -17;

– intelligentsia – 9;

– those who did not indicate their social status – 6,769.

Among the applicants who indicated their membership in the preferential category, large families predominate – 1,791, the disabled – 101, and military veterans – 28.

The analysis of the received written appeals from citizens shows that the following issues have become the most relevant for citizens:

– land use – 2357;

– housing and communal services – 1829;

– transportation services – 715;

– construction – 405;

– issues related to SVO – 377;

– education and preschool education – 299;

– housing sector – 251;

– social security – 243;

– road management – 237;

– healthcare – 174;

– labor and employment – 111;

– trade and consumer services – 114;

– ensuring law and order – 114;

– financial sector – 94;

– communication issues – 48;

Personal reception remains a popular form of communication between citizens and government authorities. In 2025, 2,693 people used this particular form. 287 residents of Naberezhnye Chelny were accepted directly by the Mayor of the city and the Head of the Executive Committee.

Necessary measures have been taken on 1,112 appeals; 1,581 people who contacted the authorities received clarifications.

Reception of citizens is carried out weekly on Tuesdays:

– by the Mayor of the city, Deputy Head of the municipal formation of Naberezhnye Chelny, Head of the Executive Committee from 16.00 to 18.00 in the building of the Public Reception of the Mayor of the city at the address: Republic of Tatarstan, Naberezhnye Chelny, Akademika Rubanenko Boulevard, 7;

– assistant to the Mayor of the city (for work with the public) daily, except Saturdays and Sundays from 08.00 to 17.00 with a lunch break from 12.00 to 13.00 in the building of the Public Reception of the Mayor of the city at the address: Republic of Tatarstan, Naberezhnye Chelny, Akademika Rubanenko Boulevard, 7;

– Heads of district administrations:

1. Avtozavodsky district is located at 112 Shamil Usmanov Street (49/09), 2nd floor, office 201, from 14.00 to 17.00, Naberezhnye Chelny, Republic of Tatarstan;

2. Komsomolsky district – at the address: Republic of Tatarstan, Naberezhnye Chelny, Prospekt im. Musa Jalil, house 56 "a" (village of HPP, 8/7a), 2,5 floor, office 251, from 14.00 to 17.00 hours;

3. The Central district is located at 11 Entuziastov Boulevard (3/08), 3rd floor, office 301, Naberezhnye Chelny, Republic of Tatarstan, from 2 p.m. to 5 p.m.;

– By Deputy Heads of the Executive Committee, heads of departments in the administration building at 23 Hassan Tufan Avenue, Naberezhnye Chelny, Republic of Tatarstan, from 14.00 to 17.00 hours.

Not a single appeal from citizens to local governments is ignored.

The received appeals are monitored daily, timely consideration of appeals is monitored, and an analysis of performance discipline is carried out.

The issues outlined in the citizens' appeals are resolved promptly within the scope of their competence.

Each applicant is given a written response in accordance with the current legislation.
