The main functions of the department, in accordance with the assigned tasks, are:

1) development of drafts of municipal legal acts on issues within the competence of the department and preparation of proposals on amendments to municipal legal acts or on their cancellation (invalidation) of municipal legal acts, if they enter into force contradiction with the norms of legislation or municipal legal acts having higher legal force;

2) participation in the development and approval of job descriptions of municipal employees;

3) maintaining the register of municipal employees of the Executive Committee;

4) maintaining the register of positions of the municipal service of the Executive Committee;

5) maintaining lists of positions not related to municipal service positions and providing technical support for the activities of the Executive Committee;

6) ensuring the holding of competitions to fill vacant positions in the municipal service;

7) preparation and provision of qualification examination, certification of municipal employees of local government bodies of the city of Naberezhnye Chelny;

8) ensuring the preparation of documents for the assignment of class ranks to municipal employees of the Executive Committee;

9) ensuring the activities of the competition commission, the attestation commission, the commission for establishing the length of service of municipal employees, the commission for compliance with the requirements for the official conduct of municipal employees;

10) carrying out activities to calculate the length of service of municipal service in order to provide benefits and guarantees to municipal employees;

11) organization of work with the personnel reserve and its effective use;

12) ensuring control over compliance by municipal employees with restrictions related to municipal service;

13) organization of verification of information on income, property and property obligations of municipal employees and citizens applying for positions in the municipal service of the Executive Committee, as well as verification of compliance by municipal employees of the Executive Committee with the requirements for official conduct; verification of compliance by citizens who held positions in the municipal service of the Executive Committee, restrictions if they conclude an employment contract after leaving the municipal service;

14) receiving, selecting, processing, analyzing, systematizing and preparing materials for differentiated information support of the Executive Committee on Municipal Service Issues;

15) analysis of the level of professional training of municipal employees; provision of training, retraining, advanced training and internships;

16) preparation of administrative documents on the establishment (modification) of the amount and payment of monthly allowances to official salaries of municipal employees and employees providing technical support for the activities of the Executive Committee;

17) ensuring efforts to identify and eliminate the causes and conditions that contribute to conflict of interest and their resolution;

18) ensuring that municipal employees of the Executive Committee are required to notify the employer's representative, the Prosecutor's Office of the Russian Federation, and other federal government agencies of all cases of any persons contacting them in order to incite them to commit corruption offenses;

19) provision of legal education for municipal employees;

20) participation in the organization and conduct of official inspections in accordance with the established procedure;

21) provision of advisory assistance to municipal employees of the Executive Committee on issues of municipal service in the municipal entity of Naberezhnye Chelny;

22) participation in the consideration of cases of violations of labor discipline and labor disputes on the application of legislative and other regulatory legal acts on labor, on municipal service;

23) preparation of responses and draft decisions on incoming official documents, appeals, applications, complaints from citizens and legal entities on issues within the competence of the department.
