1. General provisions
1. The Archival Department of the Office Management Department of the Executive Committee of the Naberezhnye Chelny Municipal Formation (hereinafter referred to as the department) is a structural subdivision of the office management department of the Executive Committee of the Naberezhnye Chelny Municipal Formation (hereinafter referred to as the office management department).
2. In its activities, the Department is guided by the legislation of the Russian Federation and the Republic of Tatarstan, the Charter of the municipal formation of the city of Naberezhnye Chelny, other municipal legal acts of the city of Naberezhnye Chelny (hereinafter referred to as municipal legal acts), the Regulations on Office Management, as well as these Regulations.
3. In accordance with the Law of the Republic of Tatarstan dated December 24, 2007 No. 63-ZRT "On granting local self-government bodies of municipalities in the Republic of Tatarstan with separate State powers of the Republic of Tatarstan in the field of archival affairs," the department is endowed with separate state powers for the storage, acquisition, accounting and use of archival documents belonging to the state property of the Republic of Tatarstan and located on the territory of the municipal education city of Naberezhnye Chelny.
4. The Department carries out its activities in cooperation with the local self-government bodies of the municipal formation of Naberezhnye Chelny and the State Committee of the Republic of Tatarstan for Archival Affairs (hereinafter referred to as the State Committee of the Republic of Tatarstan for Archival Affairs).
5. In its activities, the department directly reports to the Deputy Chief of Staff, Head of the Office Management Department (hereinafter referred to as the Deputy Chief of Staff).
2. Goals and main objectives of the department
6. The purpose of the department's activities is to carry out managerial functions to address issues of archival affairs in the city, storage and accounting of documents of the Archival Fund of the Republic of Tatarstan.
7. The main tasks of the department are:
1) acquisition, accounting and preservation of archival funds and archival documents located on the territory of the city and are municipal property, as well as other archival funds and archival documents related to state ownership located on the territory of the city;
2) the use of archival documents for the purposes of social and legal protection of citizens;
3) organization of information, analytical and methodological support for the activities of the bodies included in the structure of the Executive Committee;
4) informatization of archival work in the city, the introduction of automated archival technologies in the activities of municipal archives.
3. Functions of the department
8. The main functions of the department are:
1) storage, acquisition and accounting of documents from the Archival Fund of the Republic of Tatarstan, submission to the State Committee of the Republic of Tatarstan for archival affairs in accordance with established forms of information on funds stored in the department; taking measures to create optimal conditions for storing documents and ensuring their physical safety;
2) exercising the state powers of the Republic of Tatarstan for the storage, acquisition, accounting and use of archival documents related to state ownership and located on the territory of the city;
3) development and submission for approval to the Chief of Staff of the Executive Committee in coordination with the Civil Code of the Republic of Tatarstan on archival affairs of lists of organizations - sources of recruitment of the department, whose documents are to be transferred to the department, conducting systematic work to clarify these lists; selection and acceptance of documents for storage;
4) implementation of organizational and methodological guidance and control over the work of departmental and interdepartmental archives, including personnel and organization of documents in the records management of organizations - sources of acquisition of the department; maintaining, in accordance with the established procedure, state records of documents of the Archival Fund of the Republic of Tatarstan stored in institutions- sources of acquisition and other government agencies located in the city;
5) consideration, submission for approval and approval by the expert verification and methodological commission of the State Duma of the Republic of Tatarstan on archival affairs of regulations on departmental and interdepartmental archives, expert commissions, nomenclature of files of organizations, inventories of permanent storage files, as well as inventories of photographic documents, inventories of personnel files of organizations whose documents subject to admission to the department;
6) conducting an expert examination of the value of documents stored in the department in accordance with the established procedure;
7) the use of documents for socio-economic, cultural and educational purposes, at exhibitions, in the media;
8) creation and improvement of the scientific reference apparatus for the department's documents for the purpose of operational use of the information contained therein;
9) provision of municipal services for the issuance of archival documents to the user for work in the reading room of the municipal archive;
10) provision of municipal services for the issuance of archival certificates, archival extracts, copies of archival documents;
11) provision of municipal services for the provision of methodological and practical assistance to legal entities in the work of archives and the organization of documents in office work;
12) provision of municipal consulting services on the location of archival documents;
13) provision of public services for the issuance of archival certificates, archival extracts, copies of archival documents on archival funds classified as state property and stored in the municipal archive;
14) provision of public services for the issuance of archival documents classified as state property and stored in the municipal archive to the user for work in the reading room of the municipal archive;
15) provision of public services for the provision of methodological and practical assistance to legal entities with state ownership in the work of archives and in the organization of documents in office work;
16) provision of public consulting services on the location of archival documents classified as state property;
17) consideration of applications, suggestions and complaints, holding a reception for citizens on issues within the competence of the department;
18) implementation of information interaction of the department with the branch of the Pension Fund of the Russian Federation for the Republic of Tatarstan in electronic form through the ViPNet software package;
19) study and generalization of the practice of departmental archives and organization of documents in office work, dissemination of their positive experience; holding meetings, seminars, consultations and briefings on the organization and methods of work of departmental archives, expert commissions and organization of documents in office work;
20) taking measures to improve the work of archives of institutions, their expert commissions, as well as to organize documents in record keeping based on the introduction of a state record keeping system and unified documentation systems, and professional development of employees;
21) formation of the archival database "Accounting of funds".
9. The Department performs other functions in accordance with the laws of the Russian Federation and the Republic of Tatarstan, as well as municipal legal acts.
