A regular meeting of the interdepartmental commission on combating illegal entrepreneurship was held at the City Hall under the chairmanship of Natalia Kropotova, Deputy Head of the Executive Committee. It was attended by representatives of the Executive Committee, the Department of the Ministry of Internal Affairs of Russia for the city of Naberezhnye Chelny, the Naberezhnye Chelny territorial Authority of the State Alcohol Inspectorate of the Republic of Tatarstan, and the Inspectorate of the Federal Tax Service of Russia for the city of Naberezhnye Chelny. Representatives of the city's major shopping malls and markets were also invited to the meeting.
During the meeting, issues related to the work done to curb the illicit trafficking of alcoholic and alcohol-containing products in the city in 2020 were considered.
During the year, the Executive Committee and the supervisory authorities carried out systematic and targeted work to curb the illegal trafficking of alcoholic beverages. As a result of the work carried out, the shopping pavilions located at the public transport stops "Bus Station", "Avenue Suyumbike", "Neighborhood Wallets" were dismantled, in which repeated violations of legislation in the field of retail sale of alcoholic beverages were revealed.
On a weekly basis, three working groups consisting of employees of the district Administrations of the Executive Committee and control and supervisory authorities organized monitoring to identify illicit trafficking in alcoholic and alcohol-containing products. In total, 165 joint monitoring sessions were conducted in 2020, and 62 violations of current legislation were identified, including 30 cases of retail sale of alcoholic beverages at an unspecified time, and 32 cases of sale of alcohol-containing liquids for "dual" purposes.
Employees of the Naberezhnye Chelny territorial body of the State Alcohol Inspectorate of the Republic of Tatarstan in the field of illicit trafficking in alcoholic and alcohol-containing products revealed 320 violations, 2,288.5 liters of alcoholic and alcohol-containing products have been seized from illicit trafficking since the beginning of the year. In 2020, the number of identified facts on the sale of alcohol-containing dual-use liquids ("fanfurics") increased. For violations in the field of production and turnover of alcoholic beverages in 2020, 353 materials were sent to the courts and authorities authorized to consider cases of administrative offenses in the city of Naberezhnye Chelny, 350 decisions (resolutions) were issued, 93 of them warnings, in connection with the commission of an offense for the first time. The amount of fines imposed is 5609.5 thousand rubles, 3611.8 thousand rubles were recovered. 84 materials totaling 1,595.5 thousand rubles were sent to the bailiff service for the compulsory collection of unpaid fines.
In 2020, law enforcement officers in Naberezhnye Chelny identified 13 crimes in the field of combating illicit trafficking in alcoholic beverages, including: 2 crimes under Article 171.1 of the Criminal Code of the Russian Federation "Production, acquisition, storage, transportation or sale of goods and products without labeling and applying information provided for by the legislation of the Russian Federation", 10 crimes under Part 1 171.3 of the Criminal Code of the Russian Federation "Illegal production and trafficking of ethyl alcohol, alcoholic and alcohol-containing products"; 1 crime under Part 1 of Article 180 of the Criminal Code of the Russian Federation "Illegal use of means of individualization of goods". 854 inspections of alcohol market facilities were conducted, and 854 protocols on administrative liability were drawn up based on the results of the inspections.
The participants of the interdepartmental commission also discussed measures aimed at preventing and countering illegal entrepreneurship in the city in 2021.
